Indonesia - Women’s Human Rights from an Economic Perspective

Introduction

The Regional Programme on Engendering Economic Governance (EEG) through the UNIFEM Bangkok office is collaborating with the Demographic Institute (LD) and the Institute for Economic and Social Research (LPEM) in the Faculty of Economics, University of Indonesia to implement the first stage of EEG Component 1 in Indonesia. This involves a comprehensive legal and rights-based assessment of women in the Indonesian economy, considering both national economic laws and regulations and other laws, such as the marriage law, which may have an unintended impact on women in the economy.

LD and LPEM are working closely with the Coordinating Ministry for Social Affairs, the Coordinating Ministry for Economic Affairs, the Ministry for Women’s Empowerment, the National Planning Board and line Ministries.

Formation of National Advisory Committee

A National Advisory Committee on Women’s Rights from an Economic Perspective was formed in a short ceremony on 9 September 2003. The agreement to form the Committee was signed by the Coordinating Minister of Economic Affairs, the Minister of Women’s Empowerment, the Head of the Central Bureau of Statistics and a representative from the Minister of Finance.

Establishment of Task Forces

A Workshop on a Legal and Rights-Based Perspective on Women in the Economy held 6-7 October 2003 in Jakarta established Task Forces on Budgetary and Taxation Policies and Regulations; Trade and Industry Policies and Regulations, SMEs and Cooperative Policies and Regulations; and Labour and Employment Policies and Regulations. The Task Forces, formed from the various government agencies and representatives of women’s groups supported by researchers and a facilitator, will conduct the legal assessment of women in the economy.

Under the direction of the Task Forces assisted by a legal facilitator, the research team will prepare a report on An Economic Perspective on Women’s Human Rights in Laws and Regulations and a set of recommendations to be presented to a national seminar of policy makers.
